Commissioning, validation, troubleshooting and training
The equipment arrives at the site, the contractor installs it, and no one is there to verify, power it up and document it. That is where PHIBCOM steps in — on mandate, site by site, documented.
Validation of installation work
Concordance between the engineering order and the installation as built: cabinet anchoring, positioning, fibre ducts, grounding, power connection, labelling. Deviations recorded and correction requests written before power-up. Minor corrections.
Optical connection and commissioning
Connector cleaning and inspection, verification of transmitted and received
power levels, polarity checks before power-up, absence of failure on delivery,
software version, management IP addressing and routing, console access,
inter-equipment connections.
Deliverable: commissioning report per
site.
Troubleshooting and return to service
Equipment unreachable, out of service or degraded: physical diagnosis on site, isolation of the cause, correction or recommendation. Including on hardware installed by others, when the original contractor is no longer on the file.
Reading diagrams and drawings
Network diagrams, floor plans, rack locations: concordance between the engineering file, the diagram and the installation as built. Deviation report and deficiency list, with reference to the requirement at issue.
Training on test platforms
Training given on site, in your facilities and on your own instruments:
OTDR and trace reading, chromatic dispersion and PMD, power meter and connector
inspection. Test methodology, applicable thresholds, sources of handling error and
interpretation of events. Technician to technician, on your links and your real
cases.
Deliverable: training plan, field aide-mémoire and exercises on
your equipment. No instruments to rent.
The PHIBCOM report protects the contractor as much as the owner: it documents, with evidence, that the work delivered is compliant — and it isolates what was not compliant on arrival.
For the project owner
Audit, acceptance and independent expertise
The party that installs should not be the only one that verifies. PHIBCOM installs no networks and sells no equipment: the only interest at stake is yours.
Fibre-optic audit and characterization
Bidirectional OTDR measurement campaigns, insertion loss, reflectance,
connector inspection, chromatic dispersion and PMD. The real state of your plant:
losses, margins, non-conformities, gaps between the drawings and the field.
Deliverable: condition report, prioritized non-conformities. Scheduled
mandate — instruments are rented to fit the duration of the mandate.
Technical representative of the project owner
Test plans, acceptance criteria, oversight of the work and independent
acceptance testing before final payment.
Deliverable: compliance file and documented acceptance recommendation.
Counter-expertise and second opinion
Review of OTDR traces, validation of the thresholds applied, detection of
misread events, written opinion on whether results comply with a test plan. A
second look before an acceptance, or in case of disagreement.
Deliverable: a written, defensible opinion, grounded in measurement.
Needs analysis and technical requirements
Assessment of your services, real needs, costed options and an evolution
sequence. Drafting and review of the technical requirements for the network and
optical portion of your calls for tenders.
Deliverable: executable
technical plans and specifications.
